Not always — and this surprises many committees. Plenty of programs only ask for an ABN or an incorporation certificate, and several major community grants explicitly state DGR status is not required. Some philanthropic foundations do require DGR item 1 endorsement, so it varies by funder — the grant's eligibility criteria will say, and Grantiv shows you those criteria for each match.
Incorporated associations are eligible for most Australian community funding — many programs name “incorporated organisation with an ABN” as the requirement, not registered charity status. If your group is unincorporated, some funders accept an application auspiced by an incorporated organisation acting on your behalf.
